This is the rubber insulator that goes at the bottom of the steering column tube on 1967 Mustangs, Cougars and Shelbys with a tilt steering column.  
 
The Ford part number is C7OZ-3C577-B.  
 
It also fits: 
1967 Fairlanes with power steering and floor shifter; 
1967 Fairlanes with the 390 engine and a fixed steering column; 
and full-size Galaxies with floor shifter.
